In our opinion, and that of the industry in general, a European regulation harmonizing the end of waste status for recover paper and cardboard is still ne to add to this set of regulations.

 

Following the EU’s packaging and packaging waste regulations, the Waste Shipment Regulation (WSR) comes one more regulatory development. It came into force on May 21, 2024, and poses significant challenges to the paper and cardboard recycling and waste management sector. Although it has the potential to improve long-term sustainable practices, companies must prepare for increas costs, operational complexity, and market risks that could impact their competitiveness and sustainability.
