This conclusion is consistent with the legal position of the Supreme Court! set out! in particular! in the resolutions of 12/21/2019 in case No. 826/14366 /15!
(!!!) Non-normative (individual) legal acts are characterized by the Contain individual following features: a) are aimed at regulating specific (single) acts of social behavior; b) apply only to personally defined the best general web marketing certifications subjects; c) (orders! permissions) designed to regulate only a separate! specific life situation! therefore their legal validity (formal obligation) is exhausted by a single implementation; d) do not provide for the repeated application of the same legal means; e) do not have retroactive effect in time.

regulatory legal act is set out in the decisions of the Constitutional Court of Ukraine dated 27.12.2001 No. 20-rp/2001 in the case on the decrees of the Presidium of the Contain individual Verkhovna Rada of Ukraine regarding the Communist Party of Ukraine registered on 22.07.1991 (paragraph one of paragraph 6 of the motivational part)! dated 23.06.1997 No. 2-zp in the case on the acts of the bodies of the Verkhovna Rada of Ukraine (paragraph four of paragraph 1 of the motivational part)! 16.04.2009 No. 7-rp/2009 in the case on the cancellation of acts of local government bodies (paragraph 4 of the motivational part).

In particular! in the resolutions of 05/15/2019 in case No. 363/3786/17! of 10/16/2019 in case No. 363/3101/17 of the Grand Chamber of the Supreme Court! as well as in the resolutions of 02/03/2020 in case No. 826/16737/18 ! of 07/14/2021 in case No. 260/20/19! of 09/20/2021 in case No. 809/1806/16! the Supreme Court concluded that the detailed plan of the atb directory territory! like the general plan of a settlement ! by its legal nature and taking into account the adoption procedure! is a regulatory legal act .
Secondly: The specifics of proceedings in cases concerning appeals against regulatory legal acts of executive bodies! the Supreme Council of the Autonomous Republic of Crimea! local self-government bodies and other subjects of power are determined by Article 264 of the Code of Civil Procedure.
